Guru Gobind Singh Refinery (GGSR) is an oil refinery that was set up in 2007 with HPCL as main stakeholder[1] and Mittal Energy Limited, a company floated by L N Mittal (HMEL).[2] It is located in village Phulokheri, Bhatinda, Punjab, India.

The refinery is due to come online in January 2011.[3] It will operate with a capacity of nine MMTPA.[4]
